VD Satheesan Alleges Rs 20,000 Crore Deficit in Kerala Budget Estimates

Leader of the Opposition VD Satheesan launched a scathing attack on the Kerala government in the Legislative Assembly, alleging a massive discrepancy of ₹20,000 crore in the state’s budget estimates. Speaking during the discussion on the Governor’s address, Satheesan presented the opposition’s White Paper on state finances, describing it as a mirror reflecting ten years of financial mismanagement, extravagance, and corruption under the Pinarayi Vijayan administration.

Satheesan strongly refuted the Left Democratic Front’s (LDF) claim that they left ₹6,000 crore in the state treasury. He compared this claim to a person keeping their entire salary at home while refusing to pay basic household debts like the milkman or grocer. He pointed out that the government has left thousands of crores in unpaid dues to contractors, paddy farmers, and even school midday meal schemes, while official records showed only ₹2,000 crore in the treasury by May 16.

Explaining the ₹20,000 crore budget gap, the Opposition Leader detailed how the government made unrealistic revenue assumptions. He stated that the state budget anticipated ₹14,000 crore as a Revenue Deficit Grant from the 16th Finance Commission based on previous allocations, which did not materialize. Additionally, the government expected ₹5,000 crore by assuming the state’s tax share would rise to 2.8%, but it only increased to 2.38%. Along with another unreceived ₹600 crore from the Union Government, this has left a ₹20,000 crore deficit, threatening to halt major development projects.
