Kerala Digital Census: Step-by-Step Guide to Self-Enumeration and Key Dates

The digital census process is set to begin in Kerala, introducing a modern two-phase data collection system. The first phase, focusing on house listing, will allow citizens to perform self-enumeration through the official census portal from June 16 to June 30. Following this crucial 15-day online window, census officials will visit homes starting July 1 to verify the submitted details and complete the house-listing phase over a six-month period.

To complete the self-enumeration on the official portal, the head of the household must register using their mobile number, which can only be used for a single family registration. The process involves seven steps, including providing permanent address details, marking the home’s location on a map, answering the 33-question House Listing Operations (HLO) questionnaire, and listing basic facilities and household assets. Upon successful submission, a unique 11-digit SE ID starting with the letter ‘H’ will be generated, which must be kept safely and presented to the census officer during their physical visit.

Under the Census Act of 1948, participating in the census and providing accurate information is legally mandatory. Failing to provide information, giving false details, or obstructing census officials can result in criminal charges, including up to three years of imprisonment. This census, occurring after a gap of 15 years, will also include a caste census to assist in future development planning and reservation policies, with the second phase of population enumeration scheduled for February 2027. Citizens who face difficulties with online self-enumeration can seek help from local Sewa Kendras or family members.
