Kerala Government Considers Relaxing Vehicle Modification Rules After Youth Demand

The Kerala Transport Commission has submitted a preliminary report proposing significant relaxations on vehicle modifications, fulfilling a key promise made to the state’s youth. The move comes after Opposition Leader VD Satheesan, affectionately dubbed “Pookki Satheesan” by the younger generation, championed the cause and included it in his election manifesto following interactions with young motorists concerned about heavy fines from the Motor Vehicles Department (MVD).

According to the new proposals, vehicle owners can make up to 18 types of modifications without requiring prior permission. These include installing seat covers, floor mats, steering wheel covers, chrome garnish, door visors, body stickers, interior ambient lighting, dash cams, reverse cameras, GPS trackers, and additional speakers. Notably, the use of sun film with up to 50% transparency is also set to be permitted, providing major relief to drivers during hot weather.

For more significant alterations, vehicle owners will need to obtain prior permission and update their Registration Certificate (RC) books. This category includes changing the vehicle’s color, replacing the engine, installing LPG or CNG kits, converting the vehicle to electric, modifying it to be differently-abled friendly, or changing the chassis frame. However, major structural alterations and high-decibel horns or speakers that compromise road safety remain restricted pending final cabinet approval.
