KSRTC Free Travel for Women: A Landmark Change in Kerala’s Transport History

The Kerala government has announced that all women will be eligible for free travel on KSRTC buses starting June 15. Transport Minister CP John confirmed that the UDF government is committed to fulfilling its key election promise, emphasizing that this was not a vote-grabbing gimmick but a serious welfare initiative.

The free travel scheme is expected to initially cover ordinary, limited stop, city circular, and first passenger KSRTC buses. Premium services such as superfast, AC, Volvo, and sleeper buses are likely to be excluded. The government is also considering introducing digital zero-fare tickets to accurately track passenger numbers and subsidy payments.

KSRTC currently carries approximately 23 lakh passengers daily, of whom about 12 lakh — roughly 50 per cent — are women. If the scheme is extended to all non-premium services, the monthly subsidy burden could range between ₹60 crore and ₹90 crore. Reports indicate that extending free travel to all buses without restriction could cost the government up to ₹112 crore in lost revenue.

The scheme draws inspiration from similar successful models already operational in neighbouring states like Tamil Nadu and Karnataka. Beyond financial savings for women, the initiative aims to enhance mobility, workforce participation, and economic independence. However, the financial health of KSRTC remains a concern, with delayed salaries, mounting pension arrears, and operational losses posing significant challenges.

State officials have noted that a detailed study is underway to determine the scope and implementation mechanism. The gender ticketing system introduced by KSRTC in May 2026, which records the number of male, female, and child passengers through electronic ticketing machines, is seen as a preparatory step for the scheme.

While the promise marks a transformative moment in Kerala’s public transport history, questions remain about distance limits, whether all age groups and transgender individuals will be included, and whether the scheme will be restricted to Kerala residents through smart cards or ID verification. The success of the programme will ultimately depend on sustainable financial planning and timely subsidy disbursement.
