MVD Proposes Guidelines to Allow Vehicle Modifications Amid Legal Challenges

The Motor Vehicle Department (MVD) is taking steps to permit vehicle modifications, fulfilling a viral election promise made to the youth by the V.D. Satheesan-led front. The department has prepared a feasibility report listing 18 permissible modifications, including stickers, lights, and sun films, though the final decision awaits official government clearance.

According to the Transport Commissioner’s study report, the list of allowed modifications includes seat covers, floor mats, steering wheel covers, dash cams, reverse cameras, parking sensors, GPS trackers, roof carriers, and sun films. Changing the vehicle’s color will also be permitted upon paying a fee and obtaining special permission, and additional stickers can be applied.

Despite the positive reception on social media, the move faces significant legal hurdles from central laws and Supreme Court rulings. Section 52 of the Motor Vehicles Act 1988 restricts modifications beyond manufacturer specifications, and a 2019 Supreme Court ruling previously overturned a Kerala High Court order that favored modifications. Legal experts also warn that unauthorized modifications could lead to the rejection of insurance claims in the event of accidents.
